The NEBOSH National General Certificate in Occupational Safety and Health is an examined basic qualification for people who are involved in health and safety at work. Such people include newly appointed safety advisers without previous experience; managers and supervisors with part-time responsibility for health and safety; and safety representatives.
For those appointed as part-time safety advisers the National General Certificate should give an adequate base for their work. However, for those with full-time responsibilities as safety advisers, particularly in the more hazardous industries, further training will be required. Such people should consider obtaining the additional qualification of the NEBOSH National Diploma; or a NEBOSH Specialist Certificate such as the NEBOSH National Certificate in Construction Safety and Health if they are working in a relevant industry.
The intended learning outcome of the NEBOSH National General Certificate is that the candidate will be able to:
~ identify the common hazards and unsafe practices likely to be found in workplaces and know the appropriate preventive and protective measures to be taken; ~ advise on appropriate action to minimise the risk of fire in the workplace and assist in the development of procedures to deal with fires; ~ monitor managements' policies, procedures and performance in ensuring health and safety in the workplace; ~ assist in the preparation and regular review of statements of health and safety policy; ~ describe how human and organisational factors can affect health and safety performance; ~ use proactive and reactive strategies to prevent or control the risk of accidents and ill-health; ~ specify the health and safety training needs of the young, inexperienced, and newly-appointed persons; ~ communicate effectively on health and safety matters; ~ prepare internal memoranda, letters and formal reports on health and safety; ~ identifying sources of guidance and advice on health and safety; ~ maintain an information retrieval system and disseminate information when needed; ~ liaise with safety committees and facilitate relations with worker representatives; ~ investigate events which led, or might have led, to death, injury, ill-health or a dangerous occurrence: prepare formal reports and make logical and cost effective proposals to prevent a repetition; ~ maintain records of events ~ identify the main requirements of health, safety and welfare legislation and approved codes of practice which apply to the workplace; ~ use reference material to identify the requirements of health and safety legislation and to ensure sound health and safety practices; sampling) for a given work situation; ~ undertake workplace inspections, note any hazards and the way they are safeguarded, safe and unsafe working practices, and recommend appropriate and cost effective remedial action.
Entry criteria
There are no formal entry criteria for admission to the National General Certificate programme but the examination includes a requirement to write a short report. Candidates with limited experience of report writing will therefore be given additional training in this subject to enable them to complete the practical assessment successfully. Many candidates may not have been involved in study for some time and will be given practice in both study and in examination techniques.
Woodward Scotland Ltd may interview prospective candidates or ask them to complete a short test to demonstrate their ability to write three or four paragraphs. This will help tutors to advise applicants whether or not their standard of written communication is likely to be sufficient to enable them to meet the requirements of the written examination; and to write a report for management in the practical assessment.
Units and elements of competence
NEBOSH does not consider that it is appropriate to divide the NEBOSH National General Certificate in Occupational Safety and Health into elements of competence which could be of value individually in a work situation. A person who can recognise hazards but is unable to recognise the way in which people react to legislation, or is unable to carry out a workplace inspection, would not be competent to discharge responsibilities for the safety and health of others at work.

Elements of NGC2:
1 Movement of people and vehicles - hazards and control 2 Manual and mechanical handling - hazards and control 3 Working equipment hazards and control 4 Electrical hazards and control 5 Fire hazards and control 6 Chemical and biological health hazards and control 7 Physical and psychological health hazards and control 8 Construction activities hazards and control
NGC3 is the practical examination.
The examination and its result grades
Written Examination
Each written paper (NGC1 and NGC2) contains one 20-mark question and ten 8-mark questions. The time allowed for each paper is two hours and candidates are required to answer all questions. Candidates are required to obtain at least 45% in each paper. Candidates achieving less than 45% in either paper will be referred in that paper. Once passed, NGC1, NGC2 and NGC3 are valid for 5 years.
Practical assessment
NGC3, the practical assessment, is set and marked by a suitably qualified assessor, who is appointed by the programme organiser and approved by NEBOSH, to a standard set and moderated by NEBOSH.
Candidates are required to obtain at least 60% for a pass. Candidates awarded less than 60% in NGC 3 will be referred in this part.

The 12 day model will be held over 2 x 1 week blocks, plus 2 days for examinations.
The cost of the 12 day model is £1465 + VAT
